0 FIDE named a Blue Ribbon Committee to study the FIDE governance structure. U.S. FIDE Delegate Steve Doyle (who is a Vice President of FIDE) is on the committee.

0 College Coordinator Tim Redman came before the Board to discuss the work he has done with chess in education and college chess. Plans call for a large chess in education workshop to be held in the fall of 1999 or spring of 2000. A beta test for college Internet chess will take place between the University of Texas at Dallas and the University of Alabama. A recommendation was made for a promotional college team membership that would cost $100 and include an affiliation and memberships for four players, each of whom must be enrolled in a degree program. The goal is for chess people to find each other on college campuses around the country Mem-ber-At-Large Garrett Scott proposed that the USCF and the Intercollegiate Chess League work together to develop a demo chess league on the Internet. The Policy Board authorized Tim Redman, Garrett Scott, and Mike Cavallo to pursue the promotional ideas that were presented.

? The Annual Report was spilt into two parts, a corporate Annual Report and a special publication to be sent to the Delegates that provides the materials they would need for the Annual Meeting as well as the minutes of the previous meeting.
0 The feasibility of a Volunteer Intern Program (VIP) was discussed. The VIP program would bring volunteers to the office for a week and pay their expenses. It would give interested volunteers the opportunity to work in the office, and, at the same time, get to know the staff. At the same time it would provide the staff with additional help.
0 A second 800 number may be installed. The purpose would be to target areas where potential is high but activity is low, place ads, and track the results.
A governance survey will be printed in Chess Life. The purpose is to give the membership the opportunity to speak out and provide input on governance issues.
0 A status report on the new Outreach Committee was presented. The committee will be addressing the issues of making health and social agencies aware of the values of chess, media coverage of chess, chess for fun (what we can offer people who enjoy chess on strictly a casual basis), and a survey of non-members to find out their reasons for not joining or renewing. If you have ideas regarding chess for fun or experience with the media and would like to volunteer in these areas please e-mail me at

0 A new procedure was put into place regarding committees: Committee chairs can expect to serve no more than two years in their positions unless there are extenuating circumstances.
0 A discussion was held regarding the Patron Program. Members are asked to consider giving donations to this program. Each donation helps the U.S. Chess Federation deliver needed services. Please send donations to the U.S. Chess Trust, care of Michael Cavallo, and earmark them "Patron Program." Donations are very Important, and very much appreciated.
